In the descheduler operator, add the possibility to change the operand requests&limits

      1. Proposed title of this feature request

      Modify the descheduler operand request and limits for it's pods.
      2. What is the nature and description of the request?

      From bug OCPBUGS-1995, currently the descheduler operator doesn't allow the possibility to change the request and limits for the operand pod. Adding this possibility will allow users to modify the pod.

      3. Why does the customer need this? (List the business requirements here)
      In some cases, the operand pod needs more resources to run, particularly in big environments, not having the possibility to adapt the pod resource usage usually ends in OOM-Kill scenarios for the operand pod

      4. List any affected packages or components.
