Big clusters with lots of nodes and pods OOM the descheduler. E.g. the cluster has close to 12k pods and 7000 deploymentconfigs. Removing the resources limits allows customers to run the descheduler in big clusters. More in https://issues.redhat.com/browse/OCPBUGS-1995 and the attached customer case.
