Central way to drop logs below severity threshold in low resource environments (Related to RFE-3259)

2. What is the nature and description of the request?

RFE-3259 was created to include severity in all logs, this RFE may fall under the additional request of RFE-3259 ~ but in isolated+small resource environments, a central way to mass configure all logs to be sent to /dev/null based on severity

3. Why does the customer need this? (List the business requirements here)

In single node deployments, CU is looking to conserve as much of the environments 'power/resources' as possible. The intent is to hopefully reduce CPU/DISK usage when logs are considered non-essential
