Include severity for all OCP logs

Requesting that logs from Red Hat include severity levels as detailed in RFC 5424: https://www.rfc-editor.org/rfc/rfc5424.html#section-6.2.1

• The customer has had to implement their log filtering on their own to remove unactionable logs.
• The monitoring system can be overwhelmed by the number of logs.
• The customer wants to avoid unnecessary resource consumption and maintenance of filters.
