Asynchronous Helm chart installation

2. What is the nature and description of the request?

There is an issue that Helm chart installation may time out and fail (see https://bugzilla.redhat.com/show_bug.cgi?id=1934604). In the BugZilla, the proposed solution was to add retry logic to the upstream Helm project. However this was never merged by the upstream Helm project. Kubernetes upstream thinks this is a client retry issue. Customers are still seeing the issue (multiple Support Cases linked to the BZ).

This RFE thus asks to have the retry logic in OpenShift Container Platform and not in the Helm part. From the BZ (comment 74):

> We can help from the console and it will required an RFE, a lot of changes required to support Asynchronous Helm Install from console.

Software is often delivered as Helm charts. Not being able to install Helm charts via the console is not a good customer experience
