Configure default behavior for "Wrap lines" in log viewers

Configure default behavior for "Wrap lines" in log viewers

2. What is the nature and description of the request?
With CONSOLE-2351 Wrap lines was introduced in the log viewers and was disabled by default. For certain workloads and customers, it may be preferred to have Wrap lines enabled by default to properly wrap lines by default.

It's therefore request to have an option to configure the default behavior of Wrap lines in OpenShift Container Platform 4. For complete flexibility it would be useful to have a way and configure the default behavior on namespace level. If that is not possible a cluster-wide configuration would also be accepeted (do enable or disable it by default).

3. Why does the customer need this? (List the business requirements here)
Certain application create logs that are only clearly understanable when Wrap lines is enabled. Since it's disabled by default, the consumer always needs to enable it first when viewing logs, which with reagrds to customer experience is a bad experience. Therefore having a way to set this to enable by default on namespace or Cluster level would help to improve the user experience in this area.
