Add a "Wrap lines" toggle to log viewers

A new checkbox should be added to our log viewers to allow users to toggle line wrapping. This should be kept super simple until the bigger log toolbar redesign of PD-X happens.

A quick mockup is attached with more mockups in PD-447.

This toggle should be added to all log viewers in the Admin and Dev perspectives. It should probably be enabled by default to align with the Developer perspective's current behavior in Pipeline logs.
