      1. Proposed title of this feature request

      QoS-marking CNI plugin for Multus secondary interfaces.

      2. What is the nature and description of the request?

      With the SR-IOV CNI plugin it is possible to set the QoS CoS/IPP (0-7) marking for vlanQoS.
      This RFE is requesting a meta CNI to bring similar capability to other Multus CNIs (cni.dev).

      The intent is for it to be based on per-network definition basis (e.g. all traffic on net1) and not about QoS classification.

      3. Why does the customer need this? (List the business requirements here)

      When using multiple networks on a Pod using non-SR-IOV VFs interfaces, e.g. using macvlan interfaces, there still the need to mark traffic for minimum alignment with Telco specifications on classification of RAN or Core networks. This feature will enable the option for that and will push to the upstream networks the responsibility of enforcing any guarantees required by the marked traffic.
