      Goal: For network devices usually there are two use-cases to provide QoS:

      1. QoS to differentiate priorities between different workloads
      2. QoS to differentiate priorities between workloads and infrastructure components

      Sometimes QoS is also used to i.e. provide minimum guarantees or cap certain resources.
