Several CSI storage providers now support Generic ephemeral volumes - https://kubernetes.io/docs/concepts/storage/ephemeral-volumes/#generic-ephemeral-volumes,  OpenShift should as well.

3. Why does the customer need this? (List the business requirements here)
Without well-written support for Generic ephemeral volumes, the customer is forced to manage and maintain many custom version of SCC, just so they can avoid limiting access to "EmptyDir" volumes.
