add ability to customize topology url decorator

The topology URL decorator is shown if the workload has a related route. This is a generic solution which will always result in the base route URL being set in the decorator. However the base URL may not always be appropriate to be presented front and center to the user. This URL may not have a UI interface, or the URL may require an additional path.

Giving the app creator the ability to easy customize this URL through some means, such as an annotation, would be useful. Also the ability to hide the route from topology.
