      Proposed title of this feature request:

      Add a restart option into the menu for Deployment

      What is the nature and description of the request?

      In OCP4 Console it's possible to "start rollout" DeploymentConfig, but for Deployment it's not possible to same. With CLI it's possible to do oc rollout restart deployment. So this functionallity is missing in UI. 

      Why does the customer need this? (List the business requirements here)

      The customer has users requesting this feature, to be able to restart Deployment pods.
      List any affected packages or components.
