Create SOSReports using the OC tool

2. What is the nature and description of the request?
Currently the support team rely on customers to follow one of the two following KCS to create a SOSReport. This includes following instructions to SSH/`oc debug` onto running OpenShift Nodes, executing into the Toolbox environment and running the SOSReport tool.

This Must-Gather tool is already present under `oc adm must-gather` and starts a Pod, executes commands and then collects the result. I think that most of this code can be reused as a similar collection tool could be `oc adm sosreport <node-name>` which will start a Pod and automatically collect the SOSReport and download the output similarly to Must-Gathers.

3. Why does the customer need this? (List the business requirements here)
Support spend a large amount of time assisting customers to collect data and this would assist by mitigating this time-requirement.
