      1. Proposed title of this feature request

      Not allow to start a cluster upgrade if master MCP is paused

      2. What is the nature and description of the request?

      Upgrading a cluster with paused master MCP will never finish until the MCP is un-paused.

      Additional info:
      The upgrade should warn if ANY MCP is paused, to avoid let worker nodes outdated by mistake, and not start if master MCP is paused.
      An option like `--skip-paused-mcp` or similar could be added to skip (only) NON-master MCP to the check.

      To prevent non finished cluster upgrades.
