Customer need an alert, when the kube-apiserver-to-kubelet-signer rotated and machine reboot

2. What is the nature and description of the request?

Due to the kube-apiserver-to-kubelet-signer rotated, then MCO will be reboot the openshift nodes, customer need a alert like “When time will begin the rotated, please make a plan to start the manully rotate process” the alert can help customer make a maintenance plan,

3. Why does the customer need this? (List the business requirements here)

In this week our customer product cluster happens “kube-apiserver-to-kubelet-signer rotated” then customer product machine auto reboot on them business hours. there is no any alert before the rotated action, so impact customer business.

So customer want to we provide functions,
3.1. Alert or notice
For example, the rotate process will begin next month, so in this month we need send a alert to notice the customer,when the customer receive the alert them can make the maintenance plan.

3.2 the rotate can be control
When the customer receive the alert. in the next month before the auto rotate, customer can be do the rotate by them-self, we need provide a method let them can start the rotate process manually
