[RFE] Add the ability to create in vCenter the folders defined in install-config.yaml

2. What is the nature and description of the request?

When defining the "folder" parameter for an OCP installation on vSphere, that folder (or subfolder structure) must exist already, otherwise the installation.

It would be an improvement that the OpenShift installer creates in vCenter the folder or subfolder structure defined in the install-config.yaml file

3. Why does the customer need this? (List the business requirements here)

Most of the times the team deploying OpenShift is not the team managing vCenter. Having this feature would reduce the amount of interaction and would speed up the deployment of the clusters.
