Delegate is a poor word choice here since there is a similar task in IdM called delegation. The "by creating a role" part clears up that we are granting a user User Admin privileges rather than delegating management of a group of users and their attributes to another group.

"Grant" might be a better word here.

Even better, describe the end result more.

Perhaps: Configure the idmuser01 user account to be capable of adding and deleting users from the system by creating a role called...
