      Step 3 say the output must be

      "Tier 2","15","30%"
      "Tier 3","13","26%"

      Step 4.2 says the output will be

      "Tier 1","22","44.00%"
      "Tier 2","15","30.00%"
      "Tier 3","13","26.00%"
