If your system was deployed from a Red Hat cloud image, then you will not have a rescue kernel in your boot menu, however your deffault kernel will have similar behavior that allows you to enter maintenance mode without the root password.
I do not understand the last part of that starting with "however". I thought the default kernel denied getting into maintenance mode without the password as a security feature. I do not know what would be the method to get in without a password. Why is this comment worded like this?
