      Section "Ansible Handlers" Paragraph 3 states "Each handler has a globally unique name and is triggered at the end of a block of tasks in a playbook."

      This seems to be contradicted later when it says:
      "Handlers normally run after all other tasks in the play complete." (i.e. at the end of a play rather than the playbook)
      and
      "Handler names exist in a per-play namespace." (i.e. per-play namespace rather than globally unique)
