Description: The topics/Perms-Default-Content.xml file has several <para conditional="role"> tags set on content which describes in additional depth what happens when special permissions are set on files and directories but executable permission is not.

It is not clear to me why this content is relevant in ROLE but we apparently do not want to teach it in ILT. The conditionals should probably be removed so the text renders in all modes.
