RH199-296: Procedure numbers in ROLE do not align with Lab section numbers

      Description: In RH199:

      I just started noticing in Chapter 9 that the section numbers in the Table of Contents do not always align with the step numbers in the individual pages of the chapter.  For example, in the Table of Contents, Section 9.2 is the guided exercise for Mount and Unmount File Systems.   But when you go to that page in the course material, the procedure number starts with 9.1 instead of with 9.2.   Similarly, in Section 9.4, the Procedure numbers start with 9.2.   This makes navigating around the course material a bit tricky if you are depending on the numbers in the material matching the topics in the Table of Contents.  Attaching a screenshot with Chapter 9 section 4, with the Procedure steps starting with 9.2 as an example of this mismatch.
