CL260v5:ch10s04 : tried 4.1 -> 4.3 and it never starts the schedule and created_count stays at 0 and never goes to 1, even waited for 15 minutes

      Issue description:  I have now tried 4.1 -> 4.3 and it never starts the schedule and created_count stays at 0 and never goes to 1, even waited for 15 minutes as I just thought it was a delay.
