VS Code Dev Container setup fails with Exit code 1 (Podman)

      Issue description

      While working on the connected environment, VS Code fails to set up the Dev Container and displays the error “An error occurred setting up the container.” The process exits with Exit code 1, preventing the workspace from opening inside the container.

      This issue has been reproduced locally and has also been reported by a learner.
