Issue description

Lab scripts can be run successfully only immediately after the creation of the lab environment. Once the lab is stopped and started again, the lab start script will always give an error

Please note that learner reported that this issue also happens for DO156 and DO316, and it's happening for all lab scripts, not only for ch03s02.

Steps to reproduce:

1. Create a lab environment
2. Wait for about 20 - 30 min, and run the command "lab start migrate-mtv" to start a lab
3. run the command "lab finish migrate-mtv" to finish this lab
4. stop the lab, and wait for 1 min
5. start the lab environment, and wait again for 20 - 30 min for the clusters to be ready
6. run the command "lab start migrate-mtv" to start a lab
7. you will see the error
