Issue description: step 2.3 & step 3.2 failed :

pcs status shows all 3 nodes as offline whereas step 3.2 shows one node as starting and others as stopped , sometimes it shows 2 as started and one as starting ( not started ).

step 3.3 also failed to fence nodeb :

This has been reproduced multiple times in the learners lab which is in APAC region:
