Issue description
All labs are taking too long to start on China ROL. It is also affecting RH124 and RH134 since it's using a shared lab.
Steps to reproduce:
Start the lab environment and run lab start users-review
Workaround:
NA
Expected result:
Lab can be started in 5 min.
