      Issue description

      There are connectivity issues when accessing https://pypi.org/simple from the data center network in mainland China, which may cause lab install to fail.

      Steps to reproduce:

       

      Workaround:

      Set the environment variable to use https://pypi.apps.tools-apac152.prod.ole.redhat.com/repository/labs-proxy/simple/ instead of the default https://pypi.org/simple
