Issue description

somtimes wait-osp4.sh does not complete and other unconfirmed issues with lab finish script

Steps to reproduce:

Lab environment has a few issues.  Sometimes the cluster fails to start or it takes over an hour to start.  Once the ansible operator failed to installed, had to reset and wait an hour.  Some lab finish scripts failed.  I haven't been able to reproduce those errors, because it takes an hour to start up.
