      Issue description

      as observed by internal user on snow ticket RHT2475128 

      "On this page there is an example that has a yaml file with a requests resource limit of 100m cpu and 1G ram.

      There is a command below which says it uses the same requests as the yaml, but it does not.

      oc set resources deployment hello-world-nginx \
      --requests cpu=10m,memory=1gi

      I believe the cpu should be 100m.
