      Issue description

      step 3 says : 
      "Create a custom-message service that inserts the Welcome to RHOSO Data Plane line in the /etc/issue file on all the compute nodes. A ~/custom-message.yml file is provided as a template." 

      could not locate the  ~/custom-message.yml , created one to proceed with the QA and the rest went fine , no issues noticed.
