Issue description: Feedback about RHCSA & RHCE lab environment and course design from RHA instructor

      "

Since much of the discussion seems to be around lab hours, I had a couple ideas to share in that regard. These ideas are around making the lab env less expensive to run in the hopes that the savings could be passed onto the students in the form of more hours per semester.

      1. Reduce the number of VMs in the lab

In the RHCSA labs, serverc is rarely used. I think all the guided exercises and labs could be refactored to only use Workstation, Servera, and Serverb. This would cut costs without sacrificing much for the learner. The same goes for Serverd in the RHCE course.

      2. Remove the ability to start all VMs

As stated above, many of the assignments do not use serverc, yet the default behavior is to "start the whole lab environment" which runs serverc. Perhaps each Guided Exercise and Lab could list at the top which machines will be utilized. Then, students could start up only those machines with individual power buttons next to each machine. Some students would still go down the line and start them all before each assignment, but I bet many would follow the guidance and only start the VMs that are needed. Especially if we can equate leaving a VM off to energy savings."
