Ansible SELinux System Role does not set SELinux to enforcing if SELinux is disabled the new supported way

      Issue description  New procedure to disable SELinux is to use grubby and not edit the /etc/selinux/config file - BUT - the Ansible SELinux System Role fails because it cannot set SELinux out of disabled mode when grubby was used - it still will change the mode if the /etc/selinux/config file was modified (which does fully disable SELinux still which seems to me like a BUG).

      And there is not an exercise on it, but since I know it does not work, I feel the need to tell the students about it so they can be aware of the problem.
