      Issue description

      In Step 9 of the Managing User Access lab, the main instruction refers to tagging the container image using the format VERSION-RELEASE, and gives 1.0.0-119 as an example. However, all substeps (9.2 and the NOTE with skopeo copy command) use the tag 1.0.0-99 without clarifying that it is the actual tag expected in the lab.

      This creates confusion for learners, as the example (1.0.0-119) appears prominently in the instructions, but the implementation steps rely on a different value (1.0.0-99), with no explicit instruction telling learners which one to actually use.
