RH104v9.1: ch05 : VIDEO : closed captioning is present regardless of the status of the toggle option.

      Issue description:  In the rh104-9.1 course, the closed captioning is present regardless of the status of the toggle option. The ability to disable it seems to be broken. I'm seeing this at the moment in the chapter 5 video.
