Issue description

Step 6.1, 

[lab@utility ~]$ sudo podman pull --authfile ~/pull-secret-oneline.json \
> nexus-registry-int.apps.tools-emea150.prod.ole.redhat.com/openshift/ocp4:4.6.4-x86_64 

Once the lab Published region: is in emea.

Then the command will throw a unauthenticated error and doesn't allow student to download container images.

We are able to pull the image from apac150 and na150 region, But cannot pull from emea.

Steps to reproduce:

Follow the instructions in CH01S05 , Try to build a lab from EMEA, then the issue will happen
