Issue description

The manifest for the Marketing organization is expired.  I believe that is causing it to have no repositories available.  

Steps to reproduce:

Attempt to add the manifest zip file to the Marketing organization.  It generates the error "The Organization's subscription manifest has expired. Please import a new manifest."  If you attempt to enable any repository, it displays "No repositories available," and you are unable to enable the repository.

The manifest should import without error.
