Issue description

The BUILD.adoc file at the top level of the Git repository for RH358 dates to 2017 and isn't accurate to how to actually build a modern, lesson-based, course.

Expected result:

We need a new standard BUILD.adoc for RH358 and related courses that explain how to do a local build of lesson-based courses for new developers.{}
