Issue description

 Description:  The directory is being created as root even become=false in privilege escalation and also sudo has not been used

User query is:
I was trying to write a playbook where a user should be able to create a directory. 

So when we didn't specify him to have privilege escalation, the directory has root privilege. How is that possible?
