Issue description:
The configuration files in /etc/ssh/sshd_config.d/50-cloud-init.conf have higher precedence over the settings in /etc/ssh/sshd_config.
When you start the SSH server (sshd), it first reads the main configuration file located at /etc/ssh/sshd_config. Afterward, it reads and applies any additional configuration files found in the /etc/ssh/sshd_config.d/ directory. If there are conflicting settings, the ones in the .conf files within the sshd_config.d directory will override the settings from the main sshd_config file.
