ssh keys reset on servera and serverb when machines reset in dashboard

      Issue description: ssh keys reset on servera and serverb when machines reset in dashboard

       

      Steps to reproduce:  run ssh servera  then reset servera in dashboard 

      run ssh servera again this time there is a warning the host id has changed.

      This never happened before rhel9.3.
