      Issue description

      question number is not good when there are two digit (firefox in french under linux)

      Expected result:

      All steps with two-digit numbers (above step 10 / substep 10.1) should render correctly in all courses.  This issue is known to also affect other courses than RH199, and essentially any lab with a two-digit step number.
