      Issue description: 

      DO480-2.4 : ch01s06 : while importing the managed cluster it gives error : either already imported or not detached. I've tried to : 1)delete/restart the enviornment 2) deattach the cluster then attach again 3) replacing the kluster CDR yaml file . nothing worked
