Issue description

I suspect that we are having intermittent resource constraints in the OCP cluster similar to the issues that I've reported in DO480. Similar to DO480, your testing may not always yield the same outcomes that are experienced but it does not mean that the issue does not exist and does not affect customers. My ask is to evaluate the OpenStack template and to determine if sufficient resources are available for the guided exercises to be completed. 

As I teach this course, I will update the comments with additional findings and screenshots.
