Description: Chapter 6 page 251 - What the important note describes is not the actual behavior.
When the roles section is used or when the import_rules or import_tasks module are used then the tags: key in the playbook will be distributed to all tasks within the role or task file.

But when include_role: or include_tasks are used the tags: key does not distribute it to the tasks in either the file or the role. In those instances the tag does exactly what the important note says it does not do - it is a way to exclude some tagged tasks in the included files.
