Issue description

In the "Configuring a Developer Environment" exercise, basically anything up to step 5 is unnecessary in the cloud workstation, as outlined in the note at the beginning of the exercise. However, even steps 5.1 and 5.2 are completely unnecessary, as the venv is already created and active, and this creates unnecessary confusion and difficulty debugging problems throughout the rest of the course as some students realise this, and some do not.
