      Issue description:

      The container image build taking very long up-to 30 minutes in pulling the files from http://registry.ocp4.example.com:8443/ubi8/openjdk-17:1.12 as builder

       

      Steps to reproduce:

      Step 3.3, where we build the beeper back-end

      Build a container image for the API and use beeper-api:v1 as the tag. 

      podman build -t beeper-api:v1 .
