Issue description:
Start command : lab start backup-restore
- lab start backup-restore or backup-review will work or fail
- if it fails it's because it's trying to install the wrong operator (v1.3.1 in channel 1.3 which doesn't exist in the DO380 catalog)
- if it works, they would have a openshift pki cacert that would be correctly defined in the DPA but the backup (db-backup-manual) would fail with an unrecognized cert. I checked directly with curl and that cacert and it does work
- another error I noticed is that from time to time, a simple command such as oc delete project would fail (not hang, but fail with an error)
