DO374-11: missing/empty directories after first lab start script is run

      User reported three different issues with this course and his comments are:

      Section Id: lab_exercise_scripts
      "I run the first GE of the course and I see that after the lab start develop-navigator the /usr/local/lib directory is empty. I suppose we need to update the path in this section. Also, the /var/tmp/labs directory doesn't exist."

      Section Id: lab_exercise_scripts
      "This section comes from previous courses, I guess. However, it looks like the new "lab" command has different syntax: lab Also, there are more actions now (completion, select, install, upgrade), which should be explained here"

      Section Id: develop-navigator-practice
      "Labs are set in EDT. Labs should have GMT/UTC as timezone."
