RH134 lab start command not able to auto complete

      It greatly affected the experience for the user who uses China-ROL and if this issue occurred, user will not able to run any lab.

      Issue description

      After a clean creation of lab, we are not able to auto complete any lab related command. Please note that this issue may occur not only for RH124 and RH134 in China-ROL

      Steps to reproduce:

      1. Create a lab environment on China-ROL
      2. Immediately login to workstation VM once it displayed as "Ready" on web page
      3. Open terminal
      4. type "lab start [tab]"
      5. In most of the time you may see the error

      Workaround:

      N/A

      Expected result:

      Lab command can be auto completed
